This is a story about a heavy red silt rivers with a length of 1,149 km has the name is Red river, length of the Red River in the territory of Vietnam is about 328 km starting Bat Xat district, Lao Cai province runs through Yen Bai, Phu Tho, Ha Noi, Hung Yen, Thai Binh before emptying into the South China Sea. Under the fresh water from the mountains, the hills, crept through the great forest of distant lands in China and Vietnam, the river carries a large amounts of sediment estimated about 125 million tons/ year, contributing to building many rich farming villages on two side of the river, start a wet rice civilization of the Red River Delta in northern Vietnam for thousands of years.

Throughout the length of the historical development, the Red River is an important source of water for agricultural production and other economic sectors. Only in agriculture sectors, it has supplied irrigation water for 700,000 hectares of rice, vegetables, crops, etc. Upon the Red river, daily, hourly always has the bustling mining water activity, namely 140 dams, 500 reservoirs and 5,500 pumping stations are getting water sources from the Red river to distribution via canal systems, length is 61,300 km (level 1,2, 3 and on-farm), these systems are like "blood vessels" for development of 10 cities/ provinces in RRD, with nearly 20 million people are living.                                            

According to Decision No. 795/QD-TTg dated 23/05/2013 of the Prime Minister of the Socialist Republic of Vietnam on the “Approving the overall planning of economic development - socially Red River Delta by 2020”, in which, The RRD's population is projected to reach 21.7 million by 2020 and committed to handle 95% of waste in urban areas and 85% in industrial areas. Accordingly, a number of irrigation solutions for agricultural development to ensure food security and livelihood for 70% of the population of RRD, such as upgrading irrigation works to ensure water supply for irrigation, drainage and shifting agricultural structure.

However, the existing capacity of the irrigation works RRD estimated only 65%, it is difficult to meet the water use demand of economic activities; Besides, low quality of works will make more water flow into the irrigation system, increasing contamination risk to the ecosystem along the Red river, affecting the livelihood of a division local people living on both sides of the river.

Time still drifting, and today's generations are riding to the future on the boats with  the "mission" of the irrigation sector! Some specific tasks such as:

- To ensure the multi-objective water supply and health of the Red river.

- To ensure the environmental sustainability and ecosystems.

- To ensure the local livelihoods on the Red River.

- Adapting to climate change, saltwater intrusion and sea level rise.

So what today's generation needs to be done to the Red river in 2020 and the year after that will be a healthy river and meet the requirements of agricultural production and other economic sectors. The story has posed a problem for the irrigation sector need to be considered the following aspects:

- Improve the transmission of water on irrigation systems to the point of consumption from 60% to 95 or 100% in both measures are: (i) hardware is the quality of the hydraulic works; (ii) software is the irrigation governance. Strengthening irrigation management transfer to the community level, mobilization of resources involved in the management and exploitation of irrigation works.

- There are specific measures to prevent and handle violations and environmental pollution reduction in irrigation systems. Maintaining the biodiversity of aquatic species on the Red river, to ensure the supply of safe food (shrimp, crab, fish, etc.) for local residents.

Instead of a conclusion, today's generation are going on the boats will not only carry the duties and responsibilities of the irrigation sector, but also to carry out their solutions to solve problem will be set out in the future./.
