Women are an important factor in our social labor force. They have been actively involved in the agricultural production activities and therefore played an important role in economic development in rural areas. However, women have faced many difficulties and limitations in the process of labor and production (technical qualifications, health ...) or other objective limitations and difficulties (such as access to capital, employment, social services ..). According to the statistics, female workers accounted for 58.02% of rural labor force in agriculture, forestry, aquaculture (particularly female account for 56.29% of agricultural workers) and currently produce over 60% agricultural products (MARD, 2012).

At the community level, women are hardly involved in the management, coordination and decision-making  or management of irrigation, although women are the main source of labor in the field, they participate almost all the work from preparing the crop to harvesting agricultural products. Most of the officials in charge of water resources at the community level are male, they are involved in all the activities such as water distribution, upgrades, and maintenance works, therefore men has the voice in decision in irrigation management at the community level.

The study area is Gia Xuyen commune - Gia Loc district and Hop Tien commune - Nam Sach district, Hai Duong province. Management organization and system of irrigation works are representative characteristics of the Red River Delta region. The organizational structure is the Agriculture Production Cooperative (APC) manages all agricultural activities including irrigation irrigation services. The officers in charge of the region's irrigation in the research area mostly are men, they do the job of water distribution, maintenance and upgrading works and they are involved in the decision-making process of water resources. Meetings, training courses aimed at capacity building for staff and farmers, the main participants are men while the main agricultural labor and housework are from women, but women do not have the opportunity to access to information, participation in meetings, education, training, and therefore they lose the opportunity to improve the capacity and participation in decision making.

            The objective of this study is to offer a number of measures to enhance the role of women in agricultural water management at the community level on the basis of analyzing and assessing the situation and the importance role of women in irrigation management. Thereby gradually contribute to promoting gender equality in irrigation management of the Red River Delta.

The gender analysis tools to be selected in this study include (i) analysis of labor force by gender, (ii) Right to access and control over resources, (iii) Decision-making by collecting secondary data, design the questionnaire interview local authorities and residents and household members.

After this study, the gender equality in the field of water resources management and government shall be noticed by the society. Especially, the woman role in agriculture and rural development will be elaborated in the developing society. The expectations of this study are as the followings: (i) Women participate and voice out in water resources management activities, (ii) Enhance the capacity and participatory of women in all activities, (iii) Enhance the involvement of women in decision making at all level in order to higher the woman’s status in rural area in Vietnam.
